There are also other reasons for knocking bars. My first agility dog knocked bars very badly and it wasn't because I was distracting her. In a Jumpers course she could knock five or six bars. She didn't seem to know where to take off, sometimes taking off much too soon, sometimes too late, and always jumping with a very flat style. She even would knock the bar with her front legs or chest. I knew nothing about agility training and she had no proper early foundation training then. I could see on video that she mostly skimmed the bar, but sometimes jumped too high too. I did grids and jump chutes, and after a month of doing these twice a day she stopped knocking bars. I do think her lack of foundation training played a part in this, but it seemed like she needed to be taught how to jump properly.
